Utah Facility Quietly Developed Formulation; Spores Sent Back and Forth to Md.

An Army biological and chemical warfare facility in Utah has been quietly developing a virulent, weapons-grade formulation of anthrax spores since at least 1992, and samples of the bacteria were shipped back and forth between that facility and Fort Detrick, Md., on several occasions in the past several years, according to government officials and shipping records.

The Utah spores, grown and processed at the 800,000-acre Dugway Proving Ground about 80 miles from Salt Lake City, belong to the Ames strain -- the same strain used in the deadly letters sent to media outlets and two senators in September and October. No other nation is known to have made weapons-grade Ames. And although it is legal to make small quantities of such agents under the provisions of an international treaty the United States has signed, experts said yesterday they were surprised by the revelation that a U.S. lab was producing such lethal material.

"It comes as a bit of a shock," said Jonathan Tucker, a former member of the U.N. team that inspected Iraq's bioweapons stocks after the Persian Gulf War and now director of the Center for Nonproliferation Studies' Chemical and Biological Weapons Nonproliferation Program in Washington.

Army officials said yesterday that all the material they have made has been accounted for and that they are cooperating with the FBI in its investigation. The FBI would not comment on the Dugway program yesterday, but agency officials have hypothesized that the attacks were the work of a domestic terrorist -- perhaps someone with some knowledge of microbiology.

Sources said that hypothesis is now sure to get renewed attention.

"This is a very important lead," said one person involved in the government's investigation, speaking on the condition of anonymity.

Dugway has in the past acknowledged growing small quantities of virulent anthrax spores in a form that does not pose a significant risk of deadly inhalation. It has also processed related but nonvirulent bacteria into dry powdery forms that mimic weapons-grade anthrax in experiments. Dugway's production of a powdered form of Ames anthrax was first described in yesterday's Baltimore Sun. Dugway officials said in a statement yesterday that it became necessary to process virulent bacteria into a dangerous powder form to conduct certain defensive experiments.

Under the terms of the international biological weapons convention, small amounts of weapons-grade biological weapons can be produced in "types and quantities consistent with prophylactic, peaceful and protective purposes." No specific allowable quantities are spelled out. Among other things, the Army research seeks to find new ways to detect anthrax spores after a clandestine attack, to develop new ways of decontaminating spore-laden environments, and to test the efficacy of face masks and other protective equipment.

The Dugway statement said its spores are always shipped in a wet paste form, to minimize the danger of a spill or other dangerous accident. Spores must generally be processed into a fine dry powder for them to become airborne and enter the lungs, where they can trigger the most serious "inhalational" form of the disease.

No details were available yesterday about how Dugway scientists converted that paste into powder for their experiments. Various nations have achieved that goal by different means, and investigators hope to get clues about who has been sending the contaminated letters by studying the powders' physical and chemical characteristics, which can reveal details about how they were made.

Army and other officials have said the anthrax spores in the letter to Senate Majority Leader Thomas A. Daschle (D-S.D.) were highly concentrated and were produced in a powder made of particles smaller than three microns in diameter -- well into the size range that would make them extremely dangerous if released into the air. They were mixed with silica, an additive.

Army officials in Washington said yesterday that Fort Detrick does not have the equipment for making dried anthrax spores. But Fort Detrick does have a machine that can kill bacteria with irradiation -- equipment Dugway lacks. Thus, in some instances, when Dugway scientists wanted to work on dried spores without risk of infection, they shipped samples to Detrick to be sterilized.

The most recent shipment of the deadly spores to Fort Detrick left Dugway Proving Ground June 27. The spores were to be irradiated at the Maryland lab to render them harmless, according to shipping records and interviews with officials.

Those spores apparently sat at Fort Detrick for more than two months before being shipped back to Dugway on Sept. 4, less than a month before this fall's spate of bioterrorist attacks began with a Florida photo editor's fatal case of anthrax.

Army officials yesterday could not provide details about how they kept track of the spores in each facility, except to say they were in full compliance with the federal "special agents" law. That law spells out how certain dangerous germs -- including the anthrax bacterium, Bacillus anthracis -- are to be handled when being shipped from lab to lab.

Shipping records obtained by The Washington Post indicate that the June shipment from Dugway to Detrick involved two small vials, one containing 180 milliliters and the other 160 ml. The return shipment contained five vials, each with 150 ml, for a total of 750 ml. An Army spokesman yesterday could not explain the discrepancy.

A previous shipment of Ames went from Dugway to Detrick in August 2000. Two weeks later, six times the original volume of material was shipped back to Dugway.

New revelations about the technical sophistication of the material used in the letters to Daschle and Sen. Patrick J. Leahy (D-Vt.) have only deepened the debate over who could be behind the attacks. Some prominent anthrax experts believe the signs point to an American scientist with connections to the U.S. biological weapons program or one of its contractors.

"The anthrax in the letters was probably made and weaponized in a U.S. government or contractor lab," Barbara Hatch Rosenberg, a microbiologist and director of the Federation of American Scientists' Working Group on Biological Weapons, concluded in an analysis released by the federation on Monday. "It might have been made recently by the perpetrator on his own, or made as part of the U.S. biodefense program; or it may be a remnant of the U.S. biological weapons program before [President Richard M. Nixon] terminated the program in 1969."

Richard Spertzel, a former Army colonel who directed the U.N. biological weapons inspection team in Iraq, scoffed last week at the idea of a "bio-bomber," a disgruntled or deranged scientist crafting a lethal anthrax weapon alone in a basement lab.

"The quality of the product contained in the letter to Senator Daschle was better than that found in the Soviet, U.S. or Iraqi program, certainly in terms of the purity and concentration of spore particles," Spertzel said in testimony Dec. 5 to the House Committee on International Relations, apparently referring to the U.S. offensive program that ended in 1969.

As the Obama administration forges plans to send thousands more troops to Afghanistan, one of its biggest challenges is disrupting a thriving opium trade that provides a steady stream of money for Taliban and al-Qaida fighters.

The poppy that produces opium and heroin and fuels the international drug trade is a vexing problem for military and civilian leaders: Poppy cultivation is the chief source of income for a large segment of the Afghan population, and an equally lucrative replacement is needed if the civilian population is to remain supportive of the government.

"We have to supplant the opium crop with something else," said Rep. Duncan D. Hunter, R-El Cajon, a former U.S. Marine who served in Afghanistan last year and is the newest member of the House Armed Services Committee.

"To just go in and destroy it would be like going into Iraq and destroying their oil fields," he said during a telephone interview. "If we do that, we lose the support of the people."

Replacing the poppy will not come easily or without resistance ---- it funnels an estimated $350 million a year to the hardline Muslim Taliban ousted from power shortly after the U.S. invasion in October 2001, according to a United Nations report.

A top Marine Corps general acknowledged the difficulty facing the U.S., NATO and Afghan government in trying to address poppy cultivation.

"It's highly complex and subject to many different interpretations," said the general, who spoke on the condition his name not be used. "But it is a key story about the situation confronting progress in Afghanistan."

On Friday, another Marine general, Marine Corps Commandant James Conway, told reporters he is shaping a plan that could put 20,000 Marines in Afghanistan this year. The Marines are likely to be assigned to the regions where increased poppy production parallels rising attacks against U.S. and NATO troops.

Despite that apparent link, Conway said those troops won't take direct action against the narcotics trade.

The U.S. is expected to send as many as 30,000 more troops, joining the 34,000 already there and about 51,000 from other NATO countries.

Production swells

Opium production in Afghanistan has more than doubled since 2003, when farmers produced 3,600 metric tons, according to U.N. statistics. Five years later, the crop was put at 7,700 metric tons, or 93 percent of the production worldwide.

Last year's crop was slightly smaller than that produced in 2007, when Afghan farmers turned out 8,200 metric tons, according to the U.N. statistics

As production has increased, so have the number of attacks by anti-government forces led by the Taliban and al-Qaida fighters. In 2007, there were 3,704 attacks recorded throughout the country, according to the Brookings Institution. The nonprofit public policy center in Washington produces a periodic Afghanistan Index, compiling its information from a variety of sources.

Last year, the deadliest for U.S. troops with 155 killed, the number of attacks jumped to 5,602. A 77 percent increase ---- 1,785 attacks versus 1,010 in 2007 ---- was recorded in the region that encompasses the Kandahar and Helmand provinces where the Marines are expected to more than triple their forces this year.

The spike in attacks, Marine commanders say, occurred in part because more Marines took the offensive in hunting the Taliban. But they also privately acknowledged the correlation between the opium trade and increasing violence.

So does NATO.

"There is a clear linkage between the narcotics trade and financing of the insurgency, with that money paying for weapons, explosives and suicide bombers that kill civilians, Afghan security forces and (coalition) troops," NATO spokeswoman Isabelle MacDonald said in a written response to inquiries about the opium trade.

About 2,000 Marines are now in Afghanistan, including Marine Heavy Helicopter Squadron 466 from Miramar Marine Corps Air Station.

NATO's position

Under current rules, Afghan authorities are responsible for counter-narcotics efforts. But MacDonald said the country's army and security forces are ill-equipped for the culturally and economically sensitive mission.

"They do not yet have the capability to address the problem fully themselves," she said. "We see a vicious cycle where opium is grown in areas where governance is weakest. In turn, this funds the insurgency, creating further challenges to government control."

In October, the International Security Assistance Force, the umbrella organization overseeing U.S. and international troops in Afghanistan, agreed to work in concert with the Afghans against "facilities and facilitators supporting the insurgency."

The directive means that NATO and U.S. troops now have the authority to perform drug seizures if discovered in the course of routine operations or if asked for help by the Afghan government.

While the U.S. and international military forces working to defeat the Taliban and stabilize an often corrupt and inefficient national government won't take part in any direct poppy eradication, MacDonald said there is recognition that reducing production is key.

"The elimination of the illicit opium trade is vital to long-term security, development and effective governance," she said.

On Thursday, Defense Secretary Robert Gates acknowledged the increasing need to target the drug trade but stopped short of addressing the poppy cultivation that provides the basis for that activity.

"We clearly have to go after the drug labs and the drug lords that provide support to the Taliban and to other insurgents," Gates told reporters at a Pentagon briefing.

He also said he recently approved changes in the rules of engagement toward that end.

"If we have evidence ... then they're fair game," he said.

Outbid the drug kings

Jason Campbell, who helps compile the Brookings' Afghanistan Index, said NATO countries for years have all "passed the buck" on the opium issue.

"Even within U.S. policy circles, there seems to be a good amount of disagreement on how to best approach the problem," he said. "The paradox is that while everyone is on board in acknowledging the problem and the link to the insurgency, stories of frustration over a lack of action are growing."

A Camp Pendleton colonel, who agreed to talk about the matter privately, recounted a visit to Afghanistan several months ago. The helicopter he was in landed in a lush, green field near the site of a meeting between Marine officers and British counterparts.

The field turned out to be a young poppy crop, and one of the British troops told the Marines that every time a military helicopter landed in the field, the farmer turned in a bill for damages and reparations were paid.

"I said, 'But I thought we were supposed to be helping eradicate it,' " the colonel recalled. "The Brit just shrugged his shoulders."

John Pike, founder of the military monitoring group GlobalSecurity.org in Washington, said the Afghan opium issue is "the stinking 800-pound gorilla in the room that no one wants to talk about."

Pike agreed that with 70 percent of the Afghan population tied to agriculture, simply eradicating a crop that has been produced for centuries and is steeped in tradition isn't the answer.

Instead, he said in all seriousness, the West should simply buy it, convert it to medicinal morphine rather than illicit heroin, and give it away.

"This is business," he said. "Everything you thought you knew about counter-insurgency and winning hearts and minds is irrelevant if you take away people's livelihood.

"The only solution I see is, we ought to outbid the drug lords and do our own refining, and then donate it as medicine to Third World countries."

That should be a strategy given serious consideration as the Marine Corps and the Obama administration make plans to send thousands more troops to Afghanistan, Pike said.

"We are preparing to pour a pretty good-sized amount of new blood and treasure into Afghanistan with no other describable theory of victory today apart from sending more troops," he said. "Before we get too far down that road, if outbidding the drug kings is a wrong-headed idea, I would like to see someone prove that to me."

WASHINGTON, April 29 (Reuters) - Efforts to combat the drug trade in Afghanistan must grow dramatically as the United States deploys tens of thousands more troops to fight a resurgent Taliban, a top U.S. general said on Wednesday.

General James Conway, commandant of the U.S. Marine Corps, said the opium business had to be tackled because it was estimated to provide between $80 million and $400 million a year to the Taliban.

"We have got to put a serious dent in that," Conway told reporters at the Pentagon.

"We need, I think, a larger effort on the part of the host nation. We need a larger effort on the part of our own civilian infrastructure," he said. "We need more help from the Europeans who are mostly affected by the flow of these drugs."

Some 8,000 Marines are currently in the process of deploying to Afghanistan as part of President Barack Obama's strategy to reverse Taliban gains. Obama plans to increase the number of U.S. troops from about 40,000 now to 68,000 by this autumn.

The vast majority of the Marines are expected to go to southern Afghanistan, the Taliban heartland and a major center for the cultivation of opium poppies, used to make heroin.

Afghanistan produces more than 90 percent of the world's opium.

For years, the United States and its NATO allies were reluctant to tackle the Afghan drugs trade as a military mission, fearing it would drag their troops into conflict with dangerous drug lords and ordinary Afghans.

But as evidence has mounted that the trade provides major funding to the Taliban and other insurgents, Washington and some allies have become more willing to take on the problem.

NATO allies agreed last October to let their forces attack Afghan drug lords and laboratories if they are linked to the insurgency, although nations can opt out of such operations.

"We will do what we have to do to shut down drug money going to the Taliban," Conway said. "If that involves the local warlords, so be it."

Conway said the Afghan government and its international allies understood the need to provide alternative livelihoods for farmers who were growing poppies. But, he said, the current programs were not large enough.

"Those efforts simply have to be, I think, dramatically expanded in order to be able to get at the size of the problem in Afghanistan," he said.

"We're going to be creating Taliban if we simply take away the ability of a man to feed his family," he said.

Tehran has disbanded a CIA-backed network designed to orchestrate a 'Velvet Revolution' in the country, says a senior Iranian official.

Iran's Judiciary Spokesman, Alireza Jamshidi, said on Tuesday that authorities have arrested four Iranian nationals who were plotting a regime change at the behest of the Bush administration.

According to Jamshidi, the four were paid by the White House, the State Department and the CIA, to expand their network and topple the Iranian government -- irrespective of the Algiers Accord.

Under the 1981 treaty signed between the US and Iran, Washington is obliged to refrain from interfering in Iran's 'internal affairs'.

Washington, nevertheless, has not ceased its 'regime change' project in Iran and has reportedly appropriated more than $120 million to fund the initiative.

Investigative journalist, Seymour Hersh, revealed in July that the US Congress had secretly agreed to US President, George W. Bush's $400-million funding request for a major escalation in covert operations inside Iran.

ABC news also exposed that Washington has been secretly funding and directing Jundullah militants to 'stage deadly guerrilla raids inside the Islamic Republic, kidnap Iranian officials and execute them on camera' all as part of a 'programmatic objective to overthrow the Iranian government'.

According to a Sunday article published in the New York Times, Bush favored covert operations against the Islamic Republic instead of a request by the Israeli Prime Minister, Ehud Olmert to strike Iran's nuclear facilities.

The covert operations, reportedly, included renewed US espionage activities against Iran's nuclear infrastructure and efforts to undermine the country's electrical systems and computer networks.

The revelation that Bush and Olmert have launched covert operations against Iran comes at a time when espionage activities against the Islamic Republic have reached a new height.

Iranian security officials made high profile arrest of a number of Israeli operatives in the country in recent months.

TEHRAN – Iraq’s ambassador to Tehran, Mohammad Majid Al-Shaikh, has said that no country is ready to accept the terrorist Mojahadin Khalq Organization (MKO).

“We believe that the presence of Mojahadin group in Iraq is illegal, but no country is ready to accept the members of this group,” Al-Shaikh told the Mehr News Agency published on Monday.

He said the MKO has committed many crimes against the Iraqi people during the Saddam regime and therefore they should leave Iraq.

Iraqi Interior Ministry spokesman Brig. Gen. Abdul Kareem Khalaf said late August that the Iraqi government has given the MKO a six-month deadline to leave the country.

Al-Shaikh said if a country agrees to accept the group Iraq will immediately expel them.

He added that Iraq will not allow the MKO to do terrorist acts against Iran from Iraqi soil.

The MKO launched a campaign of assassinations and bombings in Iran soon after the 1979 Islamic revolution. It then fled to Iraq and joined Saddam's army in its invasion of the Iranian territory. Saddam also used the group in his brutal suppression of Kurdish and Shiite dissidents in northern and southern Iraq.

Iranian diplomats held in U.S. detention should be released soon

The United States military raided the Iranian diplomatic office in Arbil, northern Iraq, on January 11, 2007 and arrested five Iranian diplomats. Kurdish Autonomous Region officials condemned the act. Three Iranian nationals are still being held at U.S. captivity in Iraq.

The ambassador said the Iranian diplomats should be released “as soon as possible.”

“We have done extensive efforts for their release… Iraq has condemned the act of U.S. troops in detaining Iranian diplomats and is continuing its contacts with Americans for their release and we believe that they should be freed as soon as possible,” Al-Shaikh noted.

He also added that the Iraqi embassy in Tehran and the Iraqi government are pursuing the issue seriously.

A senior Iranian cleric has urged an inquiry into a report that the US dropped a small nuclear bomb on an area near the Iraq-Iran border.

Speaking at the Friday prayers sermon, former Iranian president and currently Chairman of the Assembly of Experts Ali Akbar Hashemi Rafsanjani said, "The bomb blast killed many people and spread cancer and other diseases in the area but no news items have been published about it."

Rafsanjani noted that the footage of the attack, which allegedly took place in a region between Iraq's Basra and Iran's border in 1991, was broadcast by an Italian television channel earlier this month.

He said that even though the report has not been officially confirmed, it was expected to receive widespread media coverage but it was censored in the media.

"If it the report turns out to be true, then the US should be asked why it has resorted to such a crime to punish the then-bankrupt Iraqi government," Fars news agency quoted Rafsanjani as saying.

The coalition forces from 34 countries led by the US launched the Persian Gulf War (2 Aug 1990-28 Feb 1991) to return Kuwait to the control of the Emir of Kuwait.

The claim by US war veteran Jim Brown who said that the US dropped a five-kilotonne nuclear bomb on 27 February 1991, the last day of the first Iraq-US War was made during an interview included in a 30-minute current affairs report broadcast by Italian state news channel RaiNews24 on October 9.

RaiNews24 says it has conducted an independent inquiry and discovered that "a seismic event took place on that day equal to a five-kilotonne blast", citing as its source the online archives of the International Seismological Center, a non-profit UK-based organisation, as confirmation of its research according to Adnkronos International (AKI).

The documentary included an interview with an Iraqi doctor, Jawad al-Ali, who told RaiNews24 that before the beginning of the first Gulf War in 1989 there were 32 cases of tumours, while in 2002 the number had risen to 600 in the Basra area as reported by AKI on 8 October.

Al-Ali also told RaiNews24 that tumours that used to affect older citizens had started to impact younger children. He then showed alleged photos of the tumours in the documentary.

Iraq: US dropped nuclear bomb near Basra in 1991, claims veteran

Rome, 8 Oct. (AKI) - An American veteran of the first Gulf War in Iraq claims that the United States dropped a five-kilotonne nuclear bomb in 1991 in a deserted area outside the southern city of Basra on the Iranian border.

The claim by US war veteran Jim Brown was made during an interview included in a 30-minute current affairs report to be broadcast by Italian state news channel RaiNews24 on Thursday.

Brown told the Italian news channel that the bombing took place on the last day of the war in Iraq on 27 February 1991.

RaiNews24 claims to have conducted its own inquiry and found that a seismic event took place on that day equal to a five-kilotonne blast.

The network cited the online archives of the International Seismological Center, a non-profit UK-based organisation, as confirmation of its research.

The Italian journalist in charge of the inquiry Maurizio Torrealta told Adnkronos International (AKI) that there is no definitive proof of the nuclear blast and that it should not be taken as a fact.

Instead he asked the international community to further investigate the claims by Brown.

"We are asking journalists and the international community for help, in order to clarify this," said Torrealta.

However, in the documentary, which was shown to the media on Wednesday, Torrealta said that one of the possible reasons that the US may have dropped the bomb, was in retribution for the launch of Scud missiles on the US Dhahran military base in Saudi Arabia on 25 February.

Twenty-eight American soldiers died in the attack.

The US veteran, Jim Brown was not present during the alleged launch of the bomb and it is not clear how he obtained the information.

RaiNews24 said that 45-year-old Brown was originally a fourth-level engineer in the US Army and was demoted to third-level after health problems, following a vaccination against chemical weapons.

The injection deteriorated his health and he was eventually discharged from the army with honour.

He is now director of the GulfWatch I.N.S. organisation. Its website claims to have 350 supporters who are or were involved in coalition intelligence during the 1991 Gulf War.

"These people have agreed to work together to make sure that as much information about the war as possible is released about the activities prior to, during and after the war that have affected the health of potentially hundreds of thousands of soldiers, and their spouses and children," said a statement on the website.

The documentary included an interview with an Iraqi doctor, Jawad al-Ali, who told RaiNews24 that before the beginning of the first Gulf War in 1989 there were 32 cases of tumours, while in 2002 the number had risen to 600 in the Basra area.

Al-Ali also told RaiNews24 that tumours that used to affect older citizens had started to impact younger children. He then showed alleged photos of the tumours in the documentary.

During the RaiNews24 report , Torrealta said that the US State Department had rejected Brown's claims and said only 'conventional' weapons had been used during the first Gulf War.

Our Arab friends have to suffer many sad things, but perhaps the saddest of all is when their suffering is due to the cowardice and treachery of Arab rulers, whose only interest is in staying on their thrones or presidential armchairs. They are willing to force their weaker brethren to bow down before the military might of the clapped-out former super-power, the USA, and to permit the expansion of the Zionist colonisation of the Holy Land and subjection of adjoining lands to the Zionist 'state'.

It is particularly galling when these traitors are lauded by the Angle-Saxon media as being "moderate", when we all know that they are among the most repressive régimes in the world. Certain Arab rulers stand out by their refusal to betray those who have every right to expect their help, and we can see the moves made by the presidents of Syria and the Lebanon, despite severe interference by the rulers of the USA, and even by the Emir of Qatar, in contrast with too many other rulers.

The present rulers of the USA continue to pretend that there was a link between the late Saddam Hussein al-Tikriti and al-Qaeda, when they know that this movement was set up, as were the Taliban, by the Mossad/CIA to cause as much damage as possible to the former Soviet empire, without any thought for the future effects on the whole world. The Mossad/CIA, the worst and most powerful terrorist organisation in the world, has as its main aim the total destabilisation of the Arab world. The ordinary taxpayer in the USA is thereby funding those whose aims are certainly not to help said taxpayer.

If the present rulers of the USA really wished to fight terrorism, they would put an immediate end to the Mossad/CIA, and remove the obvious excuses for others to indulge the same bloodthirsty whims by copying this organisation. This is, of course, highly unlikely, since these rulers, like the treacherous Arab rulers, only hold on to power by the use of such means. With such "friends" as the Zionists and their puppets in the USA, these rulers feel safe behind their bodyguards and barriers. But we have to hope that all their respective reigns may end as speedily as possible.

Senior Russian general has echoed warnings that Russian ballistic missiles could target US defense shield in Europe if it is stationed.

"I can't exclude that if such decisions are taken by our military-political leadership, the missile shield in Poland and the Czech Republic and other such objects could be chosen as designated targets for some of our inter-continental ballistic missiles," General Nikolai Solovtsov was quoted by Interfax as saying.

Russia's threat comes after the US-Russian relations slumped to a post-Cold War low over the recent Georgian conflict. Some analysts view the conflict as a prelude to another cold war.

"We should be sure that the current and future strategic missile forces... are guaranteed to fulfill the task of strategic deterrence," said Solovtsov, the head of Russia's strategic missile forces.

Moscow has been at loggerheads with Washington over the US defense missile system in Europe, dismissing the plan as a jeopardy to its security and military power.

Poland and the United States signed a deal in August on building the site for 10 US missile interceptors on the Baltic Sea by 2012.

Polish agents tell of CIA jails

Polish intelligence sources have for the first time confirmed that the US Central Intelligence Agency (CIA) ran a secret prison facility on Polish soil.

The admission comes after a report found the CIA had operated prisons for terror suspects in Poland and Romania.

Polish and Romanian officials denied the claims, but last month Warsaw launched a new inquiry into the matter.

In 2006, US President George W Bush admitted the CIA had held suspects in secret jails but he did not say where.

Two anonymous intelligence officers made the claims about facilities being located in Poland in the daily Dziennik.

One of them states that between 2002 and 2005 the CIA held terror suspects inside a military intelligence training base in Stare Kiejkuty in north-eastern Poland.

The officer says only the CIA had access to the isolated zone, which was used because it was a secure site far from major towns and was close to a former military airport.

'High-value detainees'

Both the then Prime Minister, Leszek Miller, and President, Aleksander Kwasniewski, knew about the base, the newspaper reports.

However the officer says it was unlikely either man knew if the prisoners were being tortured because the Poles had no control over the Americans' activities.

Both leaders have always denied the existence of any such base.

Last year a Council of Europe report quoted unnamed CIA sources as saying that "high-value detainees", including Khalid Sheik Mohammed - the alleged mastermind of the 9/11 attacks on the US in 2001 - had been interrogated in Poland.

The current Polish government says it has no knowledge of the base but it has sanctioned a new investigation into the claims.
