&lt;P&gt;Utah Facility Quietly Developed Formulation; Spores Sent Back and Forth to Md.&lt;/P&gt;

&lt;P&gt;An&amp;nbsp;Army biological and chemical warfare facility in Utah has been quietly developing a virulent, weapons-grade formulation of anthrax spores since at least 1992, and samples of the bacteria were shipped back and forth between that facility and Fort Detrick, Md., on several occasions in the past several years, according to government officials and shipping records.&lt;/P&gt;
&lt;P&gt;The Utah spores, grown and processed at the 800,000-acre Dugway Proving Ground about 80 miles from Salt Lake City, belong to the Ames strain -- the same strain used in the deadly letters sent to media outlets and two senators in September and October. No other nation is known to have made weapons-grade Ames. And although it is legal to make small quantities of such agents under the provisions of an international treaty the United States has signed, experts said yesterday they were surprised by the revelation that a U.S. lab was producing such lethal material.&lt;/P&gt;
&lt;P&gt;"It comes as a bit of a shock," said Jonathan Tucker, a former member of the U.N. team that inspected Iraq's bioweapons stocks after the Persian Gulf War and now director of the Center for Nonproliferation Studies' Chemical and Biological Weapons Nonproliferation Program in Washington.&lt;/P&gt;
&lt;P&gt;Army officials said yesterday that all the material they have made has been accounted for and that they are cooperating with the FBI in its investigation. The FBI would not comment on the Dugway program yesterday, but agency officials have hypothesized that the attacks were the work of a domestic terrorist -- perhaps someone with some knowledge of microbiology.&lt;/P&gt;
&lt;P&gt;Sources said that hypothesis is now sure to get renewed attention.&lt;/P&gt;
&lt;P&gt;"This is a very important lead," said one person involved in the government's investigation, speaking on the condition of anonymity.&lt;/P&gt;
&lt;P&gt;Dugway has in the past acknowledged growing small quantities of virulent anthrax spores in a form that does not pose a significant risk of deadly inhalation. It has also processed related but nonvirulent bacteria into dry powdery forms that mimic weapons-grade anthrax in experiments. Dugway's production of a powdered form of Ames anthrax was first described in yesterday's Baltimore Sun. Dugway officials said in a statement yesterday that it became necessary to process virulent bacteria into a dangerous powder form to conduct certain defensive experiments.&lt;/P&gt;
&lt;P&gt;Under the terms of the international biological weapons convention, small amounts of weapons-grade biological weapons can be produced in "types and quantities consistent with prophylactic, peaceful and protective purposes." No specific allowable quantities are spelled out. Among other things, the Army research seeks to find new ways to detect anthrax spores after a clandestine attack, to develop new ways of decontaminating spore-laden environments, and to test the efficacy of face masks and other protective equipment. &lt;/P&gt;
&lt;P&gt;The Dugway statement said its spores are always shipped in a wet paste form, to minimize the danger of a spill or other dangerous accident. Spores must generally be processed into a fine dry powder for them to become airborne and enter the lungs, where they can trigger the most serious "inhalational" form of the disease.&lt;/P&gt;
&lt;P&gt;No details were available yesterday about how Dugway scientists converted that paste into powder for their experiments. Various nations have achieved that goal by different means, and investigators hope to get clues about who has been sending the contaminated letters by studying the powders' physical and chemical characteristics, which can reveal details about how they were made.&lt;/P&gt;
&lt;P&gt;Army and other officials have said the anthrax spores in the letter to Senate Majority Leader Thomas A. Daschle (D-S.D.) were highly concentrated and were produced in a powder made of particles smaller than three microns in diameter -- well into the size range that would make them extremely dangerous if released into the air. They were mixed with silica, an additive.&lt;/P&gt;
&lt;P&gt;Army officials in Washington said yesterday that Fort Detrick does not have the equipment for making dried anthrax spores. But Fort Detrick does have a machine that can kill bacteria with irradiation -- equipment Dugway lacks. Thus, in some instances, when Dugway scientists wanted to work on dried spores without risk of infection, they shipped samples to Detrick to be sterilized.&lt;/P&gt;
&lt;P&gt;The most recent shipment of the deadly spores to Fort Detrick left Dugway Proving Ground June 27. The spores were to be irradiated at the Maryland lab to render them harmless, according to shipping records and interviews with officials.&lt;/P&gt;
&lt;P&gt;Those spores apparently sat at Fort Detrick for more than two months before being shipped back to Dugway on Sept. 4, less than a month before this fall's spate of bioterrorist attacks began with a Florida photo editor's fatal case of anthrax.&lt;/P&gt;
&lt;P&gt;Army officials yesterday could not provide details about how they kept track of the spores in each facility, except to say they were in full compliance with the federal "special agents" law. That law spells out how certain dangerous germs -- including the anthrax bacterium, Bacillus anthracis -- are to be handled when being shipped from lab to lab.&lt;/P&gt;
&lt;P&gt;Shipping records obtained by The Washington Post indicate that the June shipment from Dugway to Detrick involved two small vials, one containing 180 milliliters and the other 160 ml. The return shipment contained five vials, each with 150 ml, for a total of 750 ml. An Army spokesman yesterday could not explain the discrepancy.&lt;/P&gt;
&lt;P&gt;A previous shipment of Ames went from Dugway to Detrick in August 2000. Two weeks later, six times the original volume of material was shipped back to Dugway.&lt;/P&gt;
&lt;P&gt;New revelations about the technical sophistication of the material used in the letters to Daschle and Sen. Patrick J. Leahy (D-Vt.) have only deepened the debate over who could be behind the attacks. Some prominent anthrax experts believe the signs point to an American scientist with connections to the U.S. biological weapons program or one of its contractors.&lt;/P&gt;
&lt;P&gt;"The anthrax in the letters was probably made and weaponized in a U.S. government or contractor lab," Barbara Hatch Rosenberg, a microbiologist and director of the Federation of American Scientists' Working Group on Biological Weapons, concluded in an analysis released by the federation on Monday. "It might have been made recently by the perpetrator on his own, or made as part of the U.S. biodefense program; or it may be a remnant of the U.S. biological weapons program before [President Richard M. Nixon] terminated the program in 1969."&lt;/P&gt;
&lt;P&gt;Richard Spertzel, a former Army colonel who directed the U.N. biological weapons inspection team in Iraq, scoffed last week at the idea of a "bio-bomber," a disgruntled or deranged scientist crafting a lethal anthrax weapon alone in a basement lab.&lt;/P&gt;

Duncan D. Hunter, R-El Cajon, a former U.S. Marine who served in Afghanistan last year and is the newest member of the House Armed Services Committee.&lt;BR&gt;&lt;BR&gt;"To just go in and destroy it would be like going into Iraq and destroying their oil fields," he said during a telephone interview. "If we do that, we lose the support of the people."&lt;BR&gt;&lt;BR&gt;Replacing the poppy will not come easily or without resistance ---- it funnels an estimated $350 million a year to the hardline Muslim Taliban ousted from power shortly after the U.S. invasion in October 2001, according to a United Nations report.&lt;BR&gt;&lt;BR&gt;A top Marine Corps general acknowledged the difficulty facing the U.S., NATO and Afghan government in trying to address poppy cultivation.&lt;BR&gt;&lt;BR&gt;"It's highly complex and subject to many different interpretations," said the general, who spoke on the condition his name not be used. "But it is a key story about the situation confronting progress in Afghanistan."&lt;BR&gt;&lt;BR&gt;On Friday, another Marine general, Marine Corps Commandant James Conway, told reporters he is shaping a plan that could put 20,000 Marines in Afghanistan this year. The Marines are likely to be assigned to the regions where increased poppy production parallels rising attacks against U.S. and NATO troops.&lt;BR&gt;&lt;BR&gt;Despite that apparent link, Conway said those troops won't take direct action against the narcotics trade.&lt;BR&gt;&lt;BR&gt;The U.S. is expected to send as many as 30,000 more troops, joining the 34,000 already there and about 51,000 from other NATO countries.&lt;BR&gt;&lt;BR&gt;&lt;STRONG&gt;&lt;FONT size=2&gt;Production swells&lt;/FONT&gt;&lt;/STRONG&gt;&lt;BR&gt;&lt;BR&gt;Opium production in Afghanistan has more than doubled since 2003, when farmers produced 3,600 metric tons, according to U.N. statistics. Five years later, the crop was put at 7,700 metric tons, or 93 percent of the production worldwide.&lt;BR&gt;&lt;BR&gt;Last year's crop was slightly smaller than that produced in 2007, when Afghan farmers turned out 8,200 metric tons, according to the U.N. statistics&lt;BR&gt;&lt;BR&gt;As production has increased, so have the number of attacks by anti-government forces led by the Taliban and al-Qaida fighters. In 2007, there were 3,704 attacks recorded throughout the country, according to the Brookings Institution. The nonprofit public policy center in Washington produces a periodic Afghanistan Index, compiling its information from a variety of sources.&lt;BR&gt;&lt;BR&gt;Last year, the deadliest for U.S. troops with 155 killed, the number of attacks jumped to 5,602. A 77 percent increase ---- 1,785 attacks versus 1,010 in 2007 ---- was recorded in the region that encompasses the Kandahar and Helmand provinces where the Marines are expected to more than triple their forces this year.&lt;BR&gt;&lt;BR&gt;The spike in attacks, Marine commanders say, occurred in part because more Marines took the offensive in hunting the Taliban. But they also privately acknowledged the correlation between the opium trade and increasing violence.&lt;BR&gt;&lt;BR&gt;So does NATO.&lt;BR&gt;&lt;BR&gt;"There is a clear linkage between the narcotics trade and financing of the insurgency, with that money paying for weapons, explosives and suicide bombers that kill civilians, Afghan security forces and (coalition) troops," NATO spokeswoman Isabelle MacDonald said in a written response to inquiries about the opium trade.&lt;BR&gt;&lt;BR&gt;About 2,000 Marines are now in Afghanistan, including Marine Heavy Helicopter Squadron 466 from Miramar Marine Corps Air Station.&lt;BR&gt;&lt;BR&gt;&lt;STRONG&gt;&lt;FONT size=2&gt;NATO's position&lt;/FONT&gt;&lt;/STRONG&gt;&lt;BR&gt;&lt;BR&gt;Under current rules, Afghan authorities are responsible for counter-narcotics efforts. But MacDonald said the country's army and security forces are ill-equipped for the culturally and economically sensitive mission.&lt;BR&gt;&lt;BR&gt;"They do not yet have the capability to address the problem fully themselves," she said. "We see a vicious cycle where opium is grown in areas where governance is weakest. In turn, this funds the insurgency, creating further challenges to government control."&lt;BR&gt;&lt;BR&gt;In October, the International Security Assistance Force, the umbrella organization overseeing U.S. and international troops in Afghanistan, agreed to work in concert with the Afghans against "facilities and facilitators supporting the insurgency."&lt;BR&gt;&lt;BR&gt;The directive means that NATO and U.S. troops now have the authority to perform drug seizures if discovered in the course of routine operations or if asked for help by the Afghan government.&lt;BR&gt;&lt;BR&gt;While the U.S. and international military forces working to defeat the Taliban and stabilize an often corrupt and inefficient national government won't take part in any direct poppy eradication, MacDonald said there is recognition that reducing production is key.&lt;BR&gt;&lt;BR&gt;"The elimination of the illicit opium trade is vital to long-term security, development and effective governance," she said.&lt;BR&gt;&lt;BR&gt;On Thursday, Defense Secretary Robert Gates acknowledged the increasing need to target the drug trade but stopped short of addressing the poppy cultivation that provides the basis for that activity.&lt;BR&gt;&lt;BR&gt;"We clearly have to go after the drug labs and the drug lords that provide support to the Taliban and to other insurgents," Gates told reporters at a Pentagon briefing.&lt;BR&gt;&lt;BR&gt;He also said he recently approved changes in the rules of engagement toward that end.&lt;BR&gt;&lt;BR&gt;"If we have evidence ... then they're fair game," he said.&lt;BR&gt;&lt;BR&gt;&lt;STRONG&gt;&lt;FONT size=2&gt;Outbid the drug kings&lt;/FONT&gt;&lt;/STRONG&gt;&lt;BR&gt;&lt;BR&gt;Jason Campbell, who helps compile the Brookings' Afghanistan Index, said NATO countries for years have all "passed the buck" on the opium issue.&lt;BR&gt;&lt;BR&gt;"Even within U.S. policy circles, there seems to be a good amount of disagreement on how to best approach the problem," he said. "The paradox is that while everyone is on board in acknowledging the problem and the link to the insurgency, stories of frustration over a lack of action are growing."&lt;BR&gt;&lt;BR&gt;A Camp Pendleton colonel, who agreed to talk about the matter privately, recounted a visit to Afghanistan several months ago. The helicopter he was in landed in a lush, green field near the site of a meeting between Marine officers and British counterparts.&lt;BR&gt;&lt;BR&gt;The field turned out to be a young poppy crop, and one of the British troops told the Marines that every time a military helicopter landed in the field, the farmer turned in a bill for damages and reparations were paid.&lt;BR&gt;&lt;BR&gt;"I said, 'But I thought we were supposed to be helping eradicate it,' " the colonel recalled. "The Brit just shrugged his shoulders."&lt;BR&gt;&lt;BR&gt;John Pike, founder of the military monitoring group GlobalSecurity.org in Washington, said the Afghan opium issue is "the stinking 800-pound gorilla in the room that no one wants to talk about."&lt;BR&gt;&lt;BR&gt;Pike agreed that with 70 percent of the Afghan population tied to agriculture, simply eradicating a crop that has been produced for centuries and is steeped in tradition isn't the answer.&lt;BR&gt;&lt;BR&gt;Instead, he said in all seriousness, the West should simply buy it, convert it to medicinal morphine rather than illicit heroin, and give it away.&lt;BR&gt;&lt;BR&gt;"This is business," he said. &lt;P&gt;&lt;A href="http://uk.reuters.com/article/marketsNewsUS/idUKN2943759520090429"&gt;uk.reuters.com&lt;/A&gt;&lt;BR&gt;April 29, 2009&lt;BR&gt;&lt;BR&gt;WASHINGTON, April 29 (Reuters) - Efforts to combat the drug trade in Afghanistan must grow dramatically as the United States deploys tens of thousands more troops to fight a resurgent Taliban, a top U.S. general said on Wednesday.&lt;BR&gt;&lt;BR&gt;General James Conway, commandant of the U.S. Marine Corps, said the opium business had to be tackled because it was estimated to provide between $80 million and $400 million a year to the Taliban.&lt;BR&gt;&lt;BR&gt;"We have got to put a serious dent in that," Conway told reporters at the Pentagon.&lt;BR&gt;&lt;BR&gt;"We need, I think, a larger effort on the part of the host nation. We need a larger effort on the part of our own civilian infrastructure," he said. "We need more help from the Europeans who are mostly affected by the flow of these drugs."&lt;BR&gt;&lt;BR&gt;Some 8,000 Marines are currently in the process of deploying to Afghanistan as part of President Barack Obama's strategy to reverse Taliban gains. Obama plans to increase the number of U.S. troops from about 40,000 now to 68,000 by this autumn.&lt;BR&gt;&lt;BR&gt;The vast majority of the Marines are expected to go to southern Afghanistan, the Taliban heartland and a major center for the cultivation of opium poppies, used to make heroin.&lt;BR&gt;&lt;BR&gt;Afghanistan produces more than 90 percent of the world's opium.&lt;BR&gt;&lt;BR&gt;For years, the United States and its NATO allies were reluctant to tackle the Afghan drugs trade as a military mission, fearing it would drag their troops into conflict with dangerous drug lords and ordinary Afghans.&lt;BR&gt;&lt;BR&gt;But as evidence has mounted that the trade provides major funding to the Taliban and other insurgents, Washington and some allies have become more willing to take on the problem.&lt;BR&gt;&lt;BR&gt;NATO allies agreed last October to let their forces attack Afghan drug lords and laboratories if they are linked to the insurgency, although nations can opt out of such operations.&lt;BR&gt;&lt;BR&gt;"We will do what we have to do to shut down drug money going to the Taliban," Conway said. "If that involves the local warlords, so be it."&lt;BR&gt;&lt;BR&gt;Conway said the Afghan government and its international allies understood the need to provide alternative livelihoods for farmers who were growing poppies. Certain Arab rulers stand out by their refusal to betray those who have every right to expect their help, and we can see the moves made by the presidents of Syria and the Lebanon, despite severe interference by the rulers of the USA, and even by the Emir of Qatar, in contrast with too many other rulers. &lt;/P&gt;
&lt;P&gt;The present rulers of the USA continue to pretend that there was a link between the late Saddam Hussein al-Tikriti and al-Qaeda, when they know that this movement was set up, as were the Taliban, by the Mossad/CIA to cause as much damage as possible to the former Soviet empire, without any thought for the future effects on the whole world. The Mossad/CIA, the worst and most powerful terrorist organisation in the world, has as its main aim the total destabilisation of the Arab world. The ordinary taxpayer in the USA is thereby funding those whose aims are certainly not to help said taxpayer. &lt;/P&gt;

With such "friends" as the Zionists and their puppets in the USA, these rulers feel safe behind their bodyguards and barriers.
